The department of Public Administration, Leadership & Management Studies (PALM) offers NTA Level 4, 5 and 6 programmes (Certificate and Diploma Programmes) in Public Administration, Human Resource Management, and Procurement & Supply Management

Basic Technician Certificate in Public Administration (BTCPA) & Diploma in Public Administration (DPA)

The changing role of government is being addressed through public service reforms. The focus of public service reforms is restructuring increasing use of market type mechanisms and emphasis on performance. These changes have necessitated a refocus of public administration skills. This course is design as an essential step to a professional preparation for a career in modern public service. The objectives of these programmes are:
  • To equip Learners with the administrative skills required in public service management
  • To enhance Learners understanding of the organization, processes and activities of modern governments
  • To expose Learners to the public service version of the new millennium
  • To build a foundation of professional public administrators cadre

Basic Technician Certificate in Human Resource Management (BTCHRM) & Diploma in Human Resource Management (DHRM)

Development of Human Resource is an issue that cut across all over in the Public and Private Sector. Human Capita is the factor of al resources in performance improvement. Personnel in the Public Sectors need to understand the disciplines and core practices for human resources management. This programme therefore, presents an overview of the specialised functions and some of the current and future strategic issues in the area of HRM. Emphasis is placed in on job related skills and knowledge used in human resources functions especial during reforms in the Public Service. The objectives of this training programme are:
  • Apply principles and skills of HRM into the real working environment in the public and private sector
  • Demonstrate managerial and administrative skills in executing human resource responsibilities
  • Manage human resources activities-functions efficiently and effectively
  • Demonstrate skills in strategic human resource management for the organisation improvement
  • Undertake human resource planning and employees welfare
  • Conduct training needs assessment (TNA) for staff development
  • Facilitate Implementation of performance management system
  • Apply labour laws in harmonising employers and employees work relationship
