Procurement Management Unit (PMU)

The functions of Mtwara campus Procurement Management Unit are as per Section 38 of the Public Procurement Act No.7 of 2011, these includes:
  • Managing all procurement and disposal by tender activities of the procuring entity except adjudication and the award of contract
  • Supporting the functioning of the tender board
  • Implementing the decisions of the tender board
  • Acting as a secretariat to the tender board
  • Planning the procurement and disposal by tender activities of the procuring entity
  • Recommending procurement and disposal by tender procedures
  • Checking and preparing statements of requirements
  • Preparing tendering documents
  • preparing advertisements of tender opportunities
  • Preparing contract documents
  • Issueing approved contract documents
  • maintaining and archive records of the procurement and disposal process
  • Maintaining a list or register of all contracts awarded
  • Preparing monthly reports for the tender board
  • Preparing and submit to the management meeting quarterly reports on the implementation of the annual procurement plan
  • Coordinating the procurement and disposal activities of all the departments of the procuring entity; AND
  • Preparing other reports as may be required from time to time
